Six regions, one real state. Here's where Rockstar's Florida comes from, and who you'll meet there.
Miami, Miami Beach & Miami-Dade County
Everything in Excess.
Rockstar's sun-and-fun capital of America: Art Deco hotels on Ocean Beach, the panaderías of Little Cuba, the bootleg stalls of the Tisha-Wocka flea market and VC Port, pitched as the cruise-ship capital of the world.
Miami is the whole blueprint. Ocean Beach is South Beach, Shore Drive is Ocean Drive, Little Cuba is Little Havana, Stockyard is Wynwood and VC Port is PortMiami. Vice-Dale County stands in for Miami-Dade, and Rockstar's own team has said Miami's people and places drove the choice of setting.

The Florida Keys (Monroe County)
Gateway to Paradise.
A laid-back island chain of dive bars and deck chairs beside gorgeous, dangerous water. It's where Jason works for Keys smuggler Brian Heder and where Cal drinks at The Rusty Anchor.
The Overseas Highway, Key Largo (Key Lento), the Seven Mile Bridge and the derelict Bahia Honda rail bridge all show up nearly one-to-one. The Rusty Anchor is Key Largo's Caribbean Club, and the Wonder Whale riffs on Betsy the giant lobster at Rain Barrel Village.

The Everglades
Welcome to the Wetlands.
A primordial mangrove wilderness known for gators, and for deadlier predators and stranger things below the surface. Trailer 1 opens it with airboats, flamingos and a gator.
The name nods to Marjory Stoneman Douglas's “River of Grass”. It's the Everglades: Tamiami Trail airboat country, Shark Valley and the Flamingo visitor center, with Cedar Key's waterfront rebuilt as Watson Bay.

Panama City & the Florida Panhandle (Bay County)
Leonida's Forgotten Coast.
A faded vacation town of cheap motels, shuttered attractions and dead strip malls, now running on a brand-new underground economy.
Community mapping and press place it in Panama City, Callaway and Parker in Bay County, including several buildings from before Hurricane Michael. Hanks Waffles is modeled on a former local waffle shop.

Clewiston & the Lake Okeechobee sugar belt
Sugar Country.
Leonida's heartland, run by the Allied Crystal sugar refinery and a biker gang, with a fight over the state's health and wealth playing out in the cane fields.
The Allied Crystal refinery matches the U.S. Sugar mill in Clewiston, and Lake Leonida is Lake Okeechobee. Cane-burning season turns the sky orange every fall, just like the official postcard.

North Florida & South Georgia backwoods
Wild, Wild Country.
A national park up against the state's northern border: hunting, fishing, off-road trails and backwoods radicals.
The official copy puts it on the northern state line. The community traces the canyons to Providence Canyon in Georgia and the rivers to the Suwannee, with a nod to Florida's springs country.

The People
Eight faces from the official cast, and the real Miami spots tied to their stories.
Jason wants an easy life, but things just keep getting harder.
Raised around grifters, Jason did a stint in the Army before landing in the Keys running jobs for local drug runners. Meeting Lucia could be the best or worst thing that ever happened to him.

Lucia's father taught her to fight as soon as she could walk.
Fighting for her family landed her in Leonida Penitentiary, and luck got her out. Now she's chasing the good life her mother dreamed about back in Liberty City.

Jason's friend and one of Brian's associates. Cal is happiest at home, listening in on Coast Guard radio with a few beers.

It's all about heart: the Jack of Hearts.
A Vice City street legend who turned his hustle into real estate, a strip club and a recording studio, and now backs the label Only Raw Records.

More hustler than gangster. Dre'Quan runs Only Raw Records with Boobie and just signed Real Dimez.

Viral videos. Viral hooks.
Bae-Luxe and Roxy, high-school friends turned rap duo, signed to Only Raw after an early viral hit with DWNPLY.

Experience counts.
A seasoned, charming bank robber who recruits people willing to take big risks. His recklessness raises the stakes on every job.

Nothing better than a Mudslide at sunset.
An old-school Keys smuggler still moving product through his boat yard with his third wife, Lori. He lets Jason live rent-free in exchange for shakedown work.
